1.23 Reporting on results. Effective accountability requires that results achieved be measured, compared to expectations and reported. Departmental reports on plans and priorities as well as departmental performance reports are the two main means by which federal departments report to Parliament on planned and achieved results. Services can report on the results of their international environmental agreements by reporting regularly to the CONVENTION secretariats, other publications or their websites. However, departmental performance reports are the most important and often recognized instrument for reporting results and achievements to Parliament. 1.129 Overall, the NSR found that the lead division was not able to properly demonstrate how it underscored its management and audit tasks. This is especially important if departments do not achieve or know exactly their environmental performance or services. In such cases, it was not easy to see how they would ensure that the objectives and desired outcomes of the agreements would be achieved. 1.63 The agreement. The International Convention for the Prevention of Pollution from Ships (MARPOL) aims to eliminate deliberate pollution of the marine environment from the operation of ships and to minimize accidental discharges of pollutants. In six annexes, MARPOL addresses pollution by oil, chemicals, packaged goods, waste, wastewater and air emissions. The agreement provides for requirements for shipbuilding, certificates and inspections, equipment, registrations and port procedures. The Convention entered into force at international level in 1983.

Canada became a party to MARPOL in 1993 and has since accepted and implemented the annexes on oil pollution, chemicals and packaged goods. 1.58 The audit found that Environment Canada is aware of the estimated emissions of NOx and VOCs and the resulting concentration of ground-level ozone in the air. There is a clear target for the desired environmental outcome – the reduction of the concentration of near-ground ozone – and estimated emission reduction targets needed to achieve that outcome. In addition, the division measures the results for both near-ground ozone concentration and estimated NOx and VOC emissions. Given that there are clear and comparable measures against the desired environmental outcomes, we believe that this shows that the communication of the results and objectives of the Ozone Annex. 1.120 The three departments responsible for implementing the five agreements we are reviewing – Environment Canada, Transport Canada, and Fisheries and Oceans Canada – have unanimously stated that their primary responsibility is clearly defined and delegated.
